ODFW to stock Willamette ponds with huge trout - Outdoor News Daily

Trout fishermen yearning to catch a big fish will have the opportunity to do so during the months of December and early January as the Oregon Department of Fish and Wildlife kicks off its annual brood trout stocking program.

That?s when rainbow trout weighing from 7-12 pounds will be released at several locations around the Willamette Valley.

The large fish are produced as part of ODFW?s brood trout program at Roaring River hatchery near Scio, Ore., one of the agency?s primary trout rearing facilities. Brood trout are 3- and 4-year-old trout used to produce the eggs necessary to sustain the hatchery program. Although trout can continue to produce eggs for many years, at age four they reach what hatchery managers consider the point of diminishing returns, according to Luke Allen, manager of Roaring River hatchery. So these are removed from the hatchery system and taken to local fishing holes to make room for the next generation of brood stock.

?These are big, beautiful fish,? said Alex Farrand, fish biologist at ODFW?s South Willamette Watershed District. ?For many trout fishermen, the opportunity to catch one of these lunkers is the highlight of the year.?

This year brood trout are being released at 10 locations across the Willamette Valley ? Canby Pond in Canby, Henry Hagg Lake near Forest Grove, Huddleston Pond in Willamina, Junction City Pond near Eugene, Mt. Hood Pond in Gresham, Sheridan Pond in Sheridan, Timber Linn and Waverly lakes in Albany, Walter Wirth Lake and Walling Pond in Salem. Some of these lakes have already been stocked and the remainder will receive fish next week and periodically during the next 4-6 weeks. Anglers are reminded that Henry Hagg Lake is closed for the winter and will not reopen to fishing until the first Saturday of March 2013.

Many of the brood trout exceed 20 inches, which means the daily bag limit on these fish is one per day under Oregon sport fishing regulations.

Future stockings depend on the availability of brood stock, according to Farrand, who explained that these fish aren?t available for release until after they?ve spawned. Any additional stockings will be announced in ODFW?s weekly recreation report, which is posted on-line on Wednesday mornings at http://www.dfw.state.or.us/RR/willamette. Verizon And Redbox Reveal December Launch For ... - internet TV

The latest competitor to Netflix?s American online streaming dominance in an ever-expanding?market has been revealed, with broadband/telecommunications giant Verizon teaming up with famed ?kiosk DVD rental? business Redbox to release Redbox?Instant,?a?video streaming service now confirmed to be launching within a month and by the end of 2012.

Rumours from GigaOM suggest the earliest possible release date as?17 December, and that the monthly cost of the platform could be as low as $6 a month. For a slight;y raised price, the venture is thought to be seriously undercutting Netflix?s offering by including kiosk DVD rentals along with streaming as part of a combined package deal.

The deal to launch the service was originally announced in February by Verizon and Coinstar (owners of Redbox), though few details are?currently revealed, aside from a launch announcement that the service will feature ?on a variety of devices? (including portable products, computers, and games consoles).

According to GigaOM?s private beta research of the service, the subscription structure will be grouped into $6 (online streaming only) and?$8 (streaming + four ?DVD rental credits? per month), while less committed customers will be likely to be?able to stream ?video on demand? content at a rate of $0.99 each. Meanwhile the rumoured device compatibility list?so far includes Android and iOS devices, Samsung Smart TV sets, featured Blu-ray players, and?Xbox 360.

With a strong business model on paper, will Redbox Instant make an impact in the streaming market, or does their entry come too little too late to be seen as an immediate competitor?

RIM stock soars after Goldman Sachs upgrade

TORONTO (AP) ? Research In Motion rose Thursday after Goldman Sachs upgraded the phone maker's shares, saying there's a "30 percent chance" RIM's much-delayed BlackBerry 10 smartphones will be a success.

THE SPARK: Goldman Sachs analyst Simona Jankowski lifted RIM to "Buy" from "Neutral," the latest analyst to voice a slightly more optimistic view for the troubled company. Goldman lifted its 12-month price target to $16 from $9.

THE BIG PICTURE: RIM was once Canada's most valuable company, with a market value of more than $80 billion in 2008, but shares have sunk due to ground lost to Apple Inc.'s iPhone and phones running Google Inc.'s Android system.

Now the company's new BlackBerrys, expected sometime after Jan. 30, are considered critical to its survival. The new system has a touch screen and will include the Internet browsing and apps experience that customers now expect.

THE ANALYSIS: Jankowski noted positive early reviews for the new operating system and broad-based support by carriers who are looking to sell a third operating system beyond Google's Android and Apple's iOS.

She predicted that RIM will become profitable in the year ending in February 2014. Analysts polled by FactSet expect a loss. Still, she expects RIM to revert to a loss the next year.

SHARE ACTION: Shares of Research In Motion jumped $1.10, or 9.9 percent, to $12.20 in morning trading on the Nasdaq. The stock is up 78 percent since late September ? but it's down 23 percent this year through Wednesday's close, and has lost more than 90 percent from its 2008 high.

At issue is the so-called "fiscal cliff" ? the tax hikes and spending cuts that will take effect in early January, unless Congress can reach some sort of deal on the federal budget. Democrats want to end the Bush-era tax cuts for Americans making a quarter million dollars or more, and extend tax cuts for the middle-class.

But Republicans have fought any increase in taxes, choosing to focus instead on cuts to entitlement programs such as Medicare.?

In a press statement this week, the White House said the "fiscal cliff" would prove disastrous for the American public.?

"If Congress fails to act before the end of the year, every American family?s taxes will automatically go up," the White House press team?wrote. "A typical middle-class family of four would see its taxes rise by $2,200 starting in 2013."?

To help hammer home the message, the White House is encouraging supporters to use the "#My2K" hashtag on Twitter and to post testimonials on Facebook. Thus far, hundreds of thousands of messages have piled up. "This should not even be a debate. We need money. The middle class is already suffering. Tax the rich, they can afford it. COMMON SENSE," one user wrote on Twitter.?

It's worth noting, of course, that Obama has tried this strategy before. Back in 2011, when Congress was engaged in a rancorous wrestling match over the debt, Obama encouraged his followers on Twitter to reach out to their local representatives.?

"Tweet at your Republican legislators and urge them to support a bipartisan compromise to the debt crisis," Obama wrote.?

Eating disorders are a group of conditions characterized by abnormal?eating habits.? These abnormal eating habits can be either not enough?or too much food intake.? Experts estimate that at least 8 million?Americans suffer from an eating disorder, 95% of which are between the?ages of 12-25.? Eating disorders are much more common in females but?males can be affected as well.? At least 1 out of every 200 young?women suffer from anorexia and between 2 and 3 out of every 100 young?women suffer from bulemia in the US.? Approximately 10-15% of men in?the US suffer from anorexia or bulemia.? Approximately half of all?Americans know someone suffering from an eating disorder personally.

Experts also estimate that approximately 20% of all those that have?anorexia will die prematurely from complications that develop due to?the anorexia.? They further estimate that 10% of people with anorexia?die with in 10 years of onset with another 20% dying after 20 years.

People that suffer from eating disorders become so preoccupied with?food and weight that they can not focus on anything else.? This single?minded focus can lead to serious health problems to the point it?become life threatening.?Eating disorders are classified as mental health disorders and as with?many other mental health disorders the exact cause is unknown though?researchers have found several potential causes.? Most experts believe?that genetics play a role in making people more vulnerable to?developing an eating disorder.? Another huge factor is society.? In?Western culture success and value are frequently associated with being?thin.? Young girls are particularly susceptible to peer pressure and?what is seen on TV.? People that are already suffering from emotional?disorders like low self esteem, anxiety disorders and depression.?Stressful events like going off to college or starting a new job etc?can also put you at risk for developing an eating disorder.

There are numerous different types of eating disorders but the three?most common are?anorexia nervosa, bulemia nervosa and?binge eating?disorder.?In anorexia nervosa people have an irrational fear of weight gain as?well as a very distorted perception of their body image.? This causes?them to work very hard to maintain an abnormally low body weight.?They can achieve this by severely restricting their food intake and/or?excessive exercise.

In Bulemia nervosa people tend to have weight fluctuations however,?they rarely reach the severely low weight associated with anorexia.?People with this disorder develop a cycle of binge eating and then?purging, which is usually accomplished by self induced vomiting and/or?laxative use.? People with this type of disorder also tend to exercise?compulsively.

People with binge eating disorder eat excessive amounts of food,?usually junk food,? without trying to compensate by purging.? They?frequently develop feelings of guilt and shame after binging which in?turn frequently triggers another episode of binging.

Many people with eating disorders, especially teenagers, are very good?at hideing their problem until a crisis occurs.? Treatment of eating?disorders involves psychotherapy no matter what type of eating?disorder you have as well as nutrition education.? Though there are no?medications that can cure an eating disorder there are medications?that can help you to manage your preoccupation with food and diet as?well as help you to control the urge to binge and purge.

Many people with eating disorders struggle with them their entire?lives.? It?s important to develop a support system and good coping?skills to avoid relapses and potentially life threatening situations.

New method of manufacturing smallest structures in electronics: Discovery could revolutionize semiconductors

ScienceDaily (Nov. 28, 2012) ? A completely new method of manufacturing the smallest structures in electronics could make their manufacture thousands of times quicker, allowing for cheaper semiconductors. The findings have been published in the latest issue of Nature.

Instead of starting from a silicon wafer or other substrate, as is usual today, researchers have made it possible for the structures to grow from freely suspended nanoparticles of gold in a flowing gas.

Behind the discovery is Lars Samuelson, Professor of Semiconductor Physics at Lund University, Sweden, and head of the University's Nanometre Structure Consortium. He believes the technology will be ready for commercialisation in two to four years' time. A prototype for solar cells is expected to be completed in two years.

"When I first suggested the idea of getting rid of the substrate, people around me said 'you're out of your mind, Lars; that would never work'. When we tested the principle in one of our converted ovens at 400?C, the results were better than we could have dreamt of," he says.

"The basic idea was to let nanoparticles of gold serve as a substrate from which the semiconductors grow. This means that the accepted concepts really were turned upside down!"

Since then, the technology has been refined, patents have been obtained and further studies have been conducted. In the article in Nature, the researchers show how the growth can be controlled using temperature, time and the size of the gold nanoparticles.

Recently, they have also built a prototype machine with a specially built oven. Using a series of ovens, the researchers expect to be able to 'bake' the nanowires, as the structures are called, and thereby develop multiple variants, such as p-n diodes. A further advantage of the technology is avoiding the cost of expensive semiconductor wafers.

"In addition, the process is not only extremely quick, it is also continuous. Traditional manufacture of substrates is batch-based and is therefore much more time-consuming," adds Lars Samuelson.

At the moment, the researchers are working to develop a good method to capture the nanowires and make them self-assemble in an ordered manner on a specific surface. This could be glass, steel or another material suited to the purpose. The reason why no one has tested this method before, in the view of Professor Samuelson, is that today's method is so basic and obvious. Such things tend to be difficult to question.

However, the Lund researchers have a head start thanks to their parallel research based on an innovative method in the manufacture of nanowires on semiconductor wafers, known as epitaxy -- consequently, the researchers have chosen to call the new method aerotaxy. Instead of sculpting structures out of silicon or another semiconductor material, the structures are instead allowed to develop, atomic layer by atomic layer, through controlled self-organisation.

The structures are referred to as nanowires or nanorods. The breakthrough for these semiconductor structures came in 2002 and research on them is primarily carried out at Lund, Berkeley and Harvard universities.

The Lund researchers specialise in developing the physical and electrical properties of the wires, which helps create better and more energy-saving solar cells, LEDs, batteries and other electrical equipment that is now an integrated part of our lives.

Besides Lars Samuelson, the other authors of the article are: Magnus Heurlin, Martin Magnusson, David Lindgren, Martin Ek, Reine Wallenberg and Knut Deppert, all employed at Lund University, except for Martin Magnusson, who works at start-up company Sol Voltaics AB.

About semiconductors Semiconductors are materials that neither conduct electricity as well as metals, nor stop a current as effectively as insulators -- silicon and germanium are two examples. These properties may not sound attractive, but in actual fact they are excellent. The reason is that we can influence the conductive capacity of the materials, for example by introducing impurity atoms, known as doping. Materials with different types of doping can be combined to manufacture products such as transistors, solar cells or LEDs.

North Idaho authorities concerned about Washington marijuana law

Washington's new marijuana law is raising eyebrows nationwide and causing concern across the border with law enforcement officers in Idaho.

The law legalizes recreational pot use and sets up state-licensed growers and distributors. Across the border the Kootenai County Sheriff's Department said they'll have to step up their game to crack down on marijuana and a law that will bring in revenue for Washington could end up costing Kootenai County.

"I think we will see a lot more possession cases. I think unfortunately we will see a lot of under the influence cases," Kootenai County Sheriff's Lieutenant Stu Miller said.

video Kootenai County deputies deal with around five marijuana cases a week. Lt. Miller predicts it could double when the new Washington law kicks into action. .

"We have a responsibility to protect our community. In our community it's against the law to have marijuana. We are going to have to step up our efforts to make sure we are protecting those folks, making sure their voices are still heard," Miller said.

Law enforcement classifies marijuana as a gateway drug, and worries addiction could spike and lead to harder drug use. It's possible the new law could put a little more pressure on an already crowded jail and that more manpower will be needed to handle any spike in crime.

"Our deputies will have to take more time away from finding people on the streets, more incidents of fights because of drug based burglaries, thefts," Miller explained.

Spokane County Sheriff Ozzie Knezovich said Initiative 502 could cause problems at the border.

"When outside the state people start coming here to buy marijuana what happens, who's going to enforce that if they take it across state lines? That's going to be a federal issue. Then you will have a federal versus state issue," Knezovich said..

Now it's a waiting game to see how this will actually impact Idaho. Washington state officials have a little more than year to license farmers and retail stores to distribute pot to the public. That gives law enforcement officials in Idaho time to figure out how they're going to respond.

"We are going to be doing some planning in that year to figure out if there is anything extra we need to do," Lt. Miller said.

Starting A Life Of Health And Fitness

Health and fitness are topics that are in everybody?s mouths. What?s the newest fad diet? Does it work? Where can you go for a workout? Are there workouts that guarantee weight loss. These are just some of the questions that people keep asking these days.

But even if it is the fad these days, only a few actually adhere to a healthy lifestyle. Most people will still eat junk and will still fill their plates with fats and carbohydrates. Most would still rather sit on the couch and watch TV than work out at the gym or do some jogging. Old habits, after all, die hard. But starting a healthy lifestyle is not really as impossible as you think it is. In fact, with commitment and discipline, you can actually start walking the road to health and fitness. Often, people who eat right are more capable in performing their tasks at the office and are more able to get advancements in their careers. These guys do not take leaves of absence and when they do, they use it to have fun and unwind and not to recover from a bad illness.

People who eat healthy and work out will also have great bodies and are more physically attractive. They are more likely to have better sex life and more romantic involvements, which in turn can make them more satisfied with life. These things are chained situations. Start in a positive light and you will end with a positive light too.

But despite the numerous benefits that you get from living a healthy lifestyle, why do people still stick to their old habits.

One of the reasons is of course the unwillingness. After all, who would want to quit something that you enjoy doing or eating? Most people will not be willing to part ways with what they have been so used to doing. Just imagine saying goodbye to a comfort food or a hobby that makes you happy, will you do it?

Another reason is perhaps the difficulty. Most people attempt to change their ways for various reasons, health problems, relationship woes, even financial but most of the time they don?t see their plans through. They will try for a week and perhaps continue for a couple of weeks and then go back to their old habits after some time. They do not continue with their plans. One of the main reasons why is the lack of desire. To be successful in combating a bad habit, you need to really want it bad enough. You need to make sure that every temptation will not serve as temptation. Sometimes, will power is not enough for this. You also need the support of the people around you. This is why a lot of the programs right now that are created to help people change have a network of support system that will help their members.

So if you want to live a life of health and fitness, make the change now. There are a lot of benefits to it. You just need to fully commit to it and create your own support system.

Chris Palmer might not have called effective plays for the Titans offense this season, but he?s at least an efficient shopper.

Asked about his reaction to being fired last night, Palmer said he played the role of Santa Claus, handing Titans head coach Mike Munchak a gift and going on his way.

?I gave him his Christmas present, said Merry Christmas, and then left,?? Palmer told Jim Wyatt of the Tennesseean. ?There was nothing I could do at that point. The decision was made. I said, ?OK? And I just left it at that.?

Palmer wasn?t pleased with the decision ??Who ever is when they?re fired? ? but didn?t appreciate the idea he was to blame for the Titans struggles, with second-year quarterback Jake Locker fighting through injuries and a group of young players in a transitional phase.

The Titans rank 24th in total offense, and a loss to the Jaguars was apparently too much to bear without offering someone up.

?I think when you break a quarterback in, you are going to be in a situation where you are going to have your ups and downs,?? Palmer said. ?Young quarterbacks, you have to go through this period. They just don?t step in and become great quarterbacks. It takes time to develop. And [wide receiver] Kenny Britt is not 100 percent. I just think there?s more issues than people want to admit to.

?Is it an easy process? No, it is not an easy process. It is something you just have to get through.

?But I wish them luck. . . . I respect those guys on the staff. Several of them are my friends and I hope it all works out for them. They have families and children, and I hope it works out for them.?

Asked about his replacement, quarterbacks coach Dowell Loggains, Palmer was as diplomatic as possible.

?I thought he was doing a good job this year,?? Palmer said. ?Munch has known him for a longer period of time and they have a good feel for each other. But the issues are still there. I wish him luck.?

That?s the proverbial lump of coal in the stocking on his way up the chimney.

Hamilton's Great Adventure

The PC and console game Hamilton's Great Adventure makes it's way to Android today, and is available from Google Play for Tegra devices. It's a two-part affair, and both the base game and the expansion will cost you $4.00, but I'm really feeling this one and won't mind buying my own copy. 

You play as an adventurer, and you need to work your way though mazes and levels, collecting coins and trinkets as you go along. You're followed by your parrot companion Sasha. Using virtual joysticks or a controller you walk along the level, until you reach something you can't walk past. If you reach that point because you weren't paying attention and the floor has dropped out behind you, you're done and need to restart the level. If you're stuck behind an obstacle, that's when Sasha comes into play. 

Tap a button and switch to your parrot, who can fly around and trip levers, grab keys and do all sorts of things to unblock your path. When you've accomplished that, a quick tap takes you back to playing as Hamilton and you can continue. It's easy and fun gameplay, but as the levels progress things get much more complicated and really present a challenge. 

The gameplay is plenty fun, and the visuals are a real treat thanks to Tegra 3 optimizations. Nvidia works with OEMs and developers to bring console quality gaming to Android, and Hamilton's Great Adventure is yet another winner from the TegraZone. Implantable silk optics multi-task in body: Dissolvable micro-mirrors enhance imaging, administer heat, deliver and monitor drugs

ScienceDaily (Nov. 28, 2012) ? Tufts University School of Engineering researchers have demonstrated silk-based implantable optics that offer significant improvement in tissue imaging while simultaneously enabling photo thermal therapy, administering drugs and monitoring drug delivery. The devices also lend themselves to a variety of other biomedical functions.

Biodegradable and biocompatible, these tiny mirror-like devices dissolve harmlessly at predetermined rates and require no surgery to remove them.

The technology is the brainchild of a research team led by Fiorenzo Omenetto, Frank C. Doble Professor of Engineering at Tufts. For several years, Omenetto; David L. Kaplan, Stern Family Professor of Biomedical Engineering and Biomedical Engineering chair, and their colleagues have been exploring ways to leverage silk's optical capabilities with its capacity as a resilient, biofriendly material that can stabilize materials while maintaining their biochemical functionality.

The technology is described in the paper "Implantable Multifunctional Bioresorbable Optics," published in the Proceedings of the National Academy of Sciences online Early Edition the week of November 12, 2012.

"This work showcases the potential of silk to bring together form and function. In this case an implantable optical form -- the mirror -- can go beyond imaging to serve multiple biomedical functions," Omenetto says.

Turning Silk into Mirrors

To create the optical devices, the Tufts bioengineers poured a purified silk protein solution into molds of multiple micro-sized prism reflectors, or microprism arrays (MPAs). They pre-determined the rates at which the devices would dissolve in the body by regulating the water content of the solution during processing. The cast solution was then air dried to form solid silk films in the form of the mold. The resulting silk sheets were much like the reflective tape found on safety garments or on traffic signs.

When implanted, these MPAs reflected back photons that are ordinarily lost with reflection-based imaging technologies, thereby enhancing imaging, even in deep tissue.

The researchers tested the devices using solid and liquid "phantoms" (materials that mimic the scattering that occurs when light passes through human tissue). The tiny mirror-like devices reflected substantially stronger optical signals than implanted silk films that had not been formed as MPAs.

Preventing Infection, Fighting Cancer

The Tufts researchers also demonstrated the silk mirrors' potential to administer therapeutic treatments.

In one experiment, the researchers mixed gold nanoparticles in the silk protein solution before casting the MPAs. They then implanted the gold-silk mirror under the skin of mice. When illuminated with green laser light, the nanoparticles converted light to heat. Similar in-vitro experiments showed that the devices inhibited bacterial growth while maintaining optical performance.

The team also embedded the cancer-fighting drug doxorubicin in the MPAs. The embedded drug remained active even at high temperatures (60 degree C), underscoring the ability of silk to stabilize chemical and biological dopants.

When exposed to enzymes in vitro, the doxorubicin was released as the mirror gradually dissolved. The amount of reflected light decreased as the mirror degraded, allowing the researchers to accurately assess the rate of drug delivery.

"The important implication here is that using a single biofriendly, resorbable device one could image a site of interest, such as a tumor, apply therapy as needed and then monitor the progress of the therapy," says Omenetto.

LEGAL EXPERTS WEIGH IN ON BERRY/AUBRY CUSTODY SAGA

Halle Berry is reportedly off to court this week in an effort to extend a temporary restraining order against her ex Gabriel Aubry, following the Thanksgiving punch-up with the actress? current partner, actor Olivier Martinez.

If granted, Aubry, 36, could lose rights to see his four-year-old daughter, Nahla, for an indefinite amount of time, according to family law experts.


?A restraining order is a game-changer,? attorney Diana Mercer told Celebuzz. ?If this restraining order holds up, the legal presumption is Gabriel can?t have joint custody of any kind.?

Mercer, author of Making Divorce Work: 8 Essential Keys for Resolving Conflict and Rebuilding Your Life, said the court would decide the fate of the Canadian-born father based on whether ?your judgment is poor? and thus you can?t have legal or physical custody of the child.?

Berry?s lawyers have previously argued that Aubry has an uncontrollable temper.

The pair dated for four years before their split in 2010 and since have become embroiled in a bitter court battle over custody of Nahla.

Earlier this month, a judge denied the actress? request to move to France with Nahla and Martinez ? a decision widely considered a court victory for Aubry. He argued the move to France would have been punitive and was designed to stop him from having contact with his daughter.

?The biggest thing is going to be that restraining order hearing,? added Mercer.

She said Berry ?can go back in (to court) and ask for modification of the moving order,? she said. ?It would have been better if Olivier had stayed out of it. But thanks to O.J. Simpson, the police err on the side of caution.?

But Darren Kavinoky, a Los Angeles based criminal attorney, said the Cloud Atlas star shouldn?t expect the judge?s decision to be reversed completely.

?Just because he behaves badly, she would not be able to relocate to France. In other words, I wouldn?t go renew my passport now,? said Kavinoky.

But Kavinoky said Aubry?s ability to have custody of Nahla is in question.

?This whole incident gives rise to a renewed discussion? in terms of him being able to parent appropriately,? he said.

?I would expect that if she [Berry] is looking for renewed leverage, now she has it. This incident opens the doors to raise the issue about his capability of managing his own behavior.?

If the court believes that as a result of his inability to control his own impulses that his abilities to parent are compromised, then it?s possible that his visitations would be limited,? he said, ?and it?s possible that he could only be with his kid under monitored supervision.

?What the court is going to be struggling with is asking themselves if his ability to control himself spills over to his parenting ? or just limited to just the new man in his daughter?s life.

?Even if it?s found that in this instance he had too much testosterone for his own good, if I?m on his side, I?m going to argue ?I may not play well with other grown-ups, but I can still be an effective, loving parent.?

?With this issue,? Kavinoky added, ?ultimately the court has a lot of discretion to do what?s in the best interest of the child.?

Chicago Ends Charity Mandate for Firms in Subsidy Program ...

Chicago Mayor Rahm Emanuel?s administration has dropped a requirement that developers participating in a city financing program donate to charities on a City Hall-set list, a practice that had particularly benefited an organization led by his predecessor?s wife, reports the Chicago Sun-Times. Mr. Emanuel had questioned the charity mandate last year after a report by the city?s fiscal watchdog publicized more than $900,000 in donations from subsidy recipients to After School Matters, an education group founded by Maggie Daley, the late wife of former mayor Richard Daley.

Inspector General Joseph Ferguson has said the gift requirement created an appearance of preferential treatment for certain charities. In a letter to Mr. Ferguson last month, Chicago Housing and Economic Development Commissioner Andrew Mooney said City Hall had ended the mandate in 2009 and that the Emanuel administration ?re-emphasizes that the practice is not permissible.?

Oldest wooden church in Canada designated a national historic site

TADOUSSAC, Qc - Sainte-Croix-de-Tadoussac Mission Church, built between 1747 and 1750 at the confluence of the Saguenay and St. Lawrence rivers and considered Canada's oldest wooden church, has been designated a national historic site.

"It is the only remaining original place of worship that tells the stories of the missionary activities of the Jesuit fathers in the remote regions of New France and of the conversion of the Innu First Nation people (the Montagnais) to Christianity," said a release from Parks Canada, which operates many of the country's national historic sites.

The small chapel, about 200 kilometres northeast of Quebec City, was constructed at a time when Tadoussac was an active fur-trading centre. Its architectural features, including a bell tower and front-gable roof, make it "an outstanding example of mission churches erected in New France."

The original siding of vertical planks was replaced in 1866-1867 with horizontal clapboard siding.

The church is among recent Quebec additions to the roster of over 1,500 places, persons and events that have been officially commemorated for their national historic significance. The others announced by Parks Canada are artist Marc-Aurele Fortin, museum builder Frederick Cleveland Morgan, the former Lamaque mine and Bourlamaque mining village in Abitibi, the Inuit co-operative movement and the Arvida historic district.

(AP) ? Despite a predicted increase in the number of holiday travelers, Americans returning home after the long Thanksgiving weekend found generally good weather, few airport delays and at times manageable conditions on the nation's highways.

Travel appeared to run smoothly Sunday ? typically the busiest travel day of the year ? as millions journeyed home after feasting with family and friends, even though there was little elbow room on packed buses, trains and airplanes.

Many travelers strategically hit the road early in the day or waited until much later to avoid possible bumper-to-bumper traffic.

Craig Haft, 57, left Cincinnati with his wife and daughter around 6:15 a.m. to drive to their home in Fairfax, Va., after visiting family. At midday, he reported smooth driving.

"It went fine on Wednesday and has been good so far today," he said.

Some were upbeat despite long journeys ahead. Andy Harbison, 38, said he didn't mind the 8-hour drive back to Harrisburg, Pa. after visiting family in Michigan.

The roads were good, he said, and he simply enjoyed being with family after being away from them during previous deployments to Iraq and Kuwait while in the National Guard.

Experts had predicted a slight rise in the number of people traveling this Thanksgiving weekend compared to last year. Some 43.6 million Americans were expected to journey 50 miles or more between Wednesday and Sunday, and more of them were likely to be driving while fewer were flying, according to AAA's yearly analysis.

Mauro Scappa and his wife, Chris, and their two children were among those who chose not to take to the skies. They braced themselves for delays as they waited at New York's Penn Station for a train back to Washington, near their home in Falls Church, Va. But their train was expected on time Sunday morning.

"We definitely wanted to avoid the airport on Thanksgiving weekend, for sure," Scappa said.

Renee Kerns, her husband Mike and their two children left about 30 minutes earlier than usual to catch a flight to home to California. They anticipated longer lines at the Washington-area Dulles International Airport, but sailed through security in about 10 minutes and were at their gate for their 8:30 a.m. flight to Oakland, Calif., more than an hour before their flight.

"It was fine," Renee Kerns said of getting through security. Added her husband: "Easy, but we're early."

Helped by dry weather and mostly clear skies, both O'Hare and Midway international airports in Chicago reported normal operations Sunday with no delays.

Leonard Reddick, 29, waited near downtown Chicago for a bus back to Flint, Mich. He traveled on Thanksgiving day to see his sister in the Chicago area, explaining that it's his trick for avoiding the huge crowds on the day before the holiday. He also liked the $84 roundtrip fare.

Reddick, who works at General Motors, was rethinking one decision as he was gearing up for the five-hour trip back home to Michigan: He had declined the turkey and mac and cheese leftovers because he thought it might mess up his luggage.

The tens of millions of holiday travelers also included a few thousand users of Megabus, the ultra-cheap inter-city network popular among students and the creative class. Shane Dillon, 26, a librarian now living and seeking work in Chicago, joined the throng waiting to board at Detroit's Rosa Parks Transit Center for the return trip to the Windy City. He was in the area visiting relatives in Allen Park, Mich.

"It was great to see family and friends. The food was good," Dillon said. A few days, though, was enough. "I'm glad to be going home."

Dense fog greeted travelers at Union Station in Los Angeles early Sunday, but it didn't appear to cause problems.

Mike Lansing, 63, and his wife Kay, 60, opted to take Amtrak for the first time to their home in the San Francisco Bay area after weighing high gas prices. They spent a week in LA with their daughter, son-in-law and new grandson.

He said he's relieved not to have to get behind the wheel. "I don't know if we're really saving any money, but it's an adventure!" said Kay Lansing.

At the Boise Airport, Charles Beyer, 59, waited for luggage after having just arrived from Portland, Ore., where he visited his son and daughter. He said he found most of his fellow passengers complacent about the challenges of traveling during the holiday weekend through packed airports.

"The good old days of pulling up to the curb and getting onto the airplane in five minutes are long gone," he said.

Powerball numbers drawn; jackpot at $325 million

Lottery officials say the winning Powerball jackpot numbers have been drawn, and they are 22-32-37-44-50 and Powerball 34.

The estimated Powerball jackpot was at $325 million, the fourth-largest in the game's history.

Lottery officials have said they're unsure what effect the start of the Christmas shopping season will have on ticket sales, which normally pick up in the days before high-dollar drawings.

Recent Powerball winners include an Iowa couple that won a whopping $202 million on Sept. 26. A week later, a Delaware resident picked all six numbers for a $50 million payday.

In world's most religious country, humanists rally for secular space

A group of humanists is looking to find its niche in Ghana, recently ranked most religious in a survey of 57 nations.

In Ghana, where deeply held religious beliefs unite much of the population, a new group has formed around a shared disbelief in religion.

The Humanist Association of Ghana practices a philosophy that is mostly unheard of in Ghana, which a recent survey ranked as the most religious country in the world. Nonetheless, the group has already made waves in West Africa.

Last weekend, the association hosted humanists from across the region for a conference in the capital Accra, where attendees listened as speakers discussed the impact humanists could make on West African society. Lecturers talked about how humanists can stand up for gay and lesbian rights and against traditional practices like witch hunts. One talk dealt with?whether?humanism is compatible with belief in God.?

?The humanist movement isn?t really about converting anybody or forcing anyone to think a certain way,? says Monika Mould, a member of the group. ?It?s just about giving people a way to say, ?I can make my own decisions and I can think my own thoughts.??

Humanism is a philosophy based on emphasizing humans over deities or religious texts. While many humanists are atheists, it?s not required, and some humanists believe that you can practice the philosophy while still being religious.

Nyame in many names

Nonetheless, humanism is seen as at best an oddity and at worst an offense in deeply devout Ghana.

On the streets of the capital Accra, everything from taxis to restaurants and real estate offices seems to be named after ?Nyame,? the word for God in the local Twi language. The trend carries into politics: The country?s largest opposition political party has the slogan, ?the battle is the Lord?s,? on their campaign posters.

A recent survey by polling firm WIN-Gallup International said that 96 percent of Ghanaians are religious, the highest percentage of the 57 countries polled. Nigeria came in second, with 93 percent of people claiming religion.

About 70 percent of Ghanaians are Christians, 17 percent are Muslim, and the remainders belong to traditional religions or other theologies, says Kwabena Asamoah-Gyadu, a professor of African Christianity and Pentecostal theology at Trinity Theological Seminary in Accra.

Even before Christianity reached the continent, religion in much of sub-Saharan Africa was practiced in public, Mr. Asamoah-Gyadu said.

?We live in a country where unlike the western world, even financial institutions open business daily with prayer. Parliament opens daily with prayer,? Mr. Asamoah-Gyadu says. ?If you are a humanist and you are in such a society, it?s very difficult.?

Zero percenters

Atheists are a tiny minority in Ghana; so tiny, in fact, that the WIN-Gallup survey said zero percent of Ghanaians identified as such.

Amanor Apenkro, a member of the association who identifies as atheist, says he?s lost a girlfriend and had insults yelled at him on the street because of his non-belief.

?I don?t try to hide it, but I don?t tell people either,? Mr. Apenkro says. ?Because you tell people and they think you are evil. They can?t even believe that you don?t believe.?

But not believing is becoming prevalent worldwide.

The number of religious people dropped globally by nine percent since 2005, according to the survey, while the number of atheists rose by three percent.

The poll also showed that less prosperous countries tended to be more religious, while the ranks of the faithful were thinner in countries with more money.

Still a poor nation

Though Ghana has recently posted impressive growth rates based on exports of cocoa, gold, and oil, much of the country is still impoverished and underdeveloped.

?We pray for everything, and if there?s a god out there that?s listening to us, we should be the most developed,? Apenkro says. ?The people who don?t pray at all, or pray the least? seem to be far ahead of us.?

James Yamoah, dean of faculty at Ghana Christian University College and a commentator on religion, says he sees nothing wrong with engaging Ghana?s humanist population. But he says a backlash could occur if the humanists become too forthright with their beliefs.

?Of course, we can?t doubt the fact that the devil is sometimes behind these things,? Mr. Yamoah says. ?But there is always the possibility of engaging some people and winning them back. And it won?t come back from any kind of argument, it will come from a reasonable discussion.?

Ms. Mould says she thinks there is room for humanists in Ghana?s religious landscape, regardless of the odds.

?I know a lot of people who are religious, but have their doubts about religion, [and] can understand the value [of] critical thinking,? Mould says. ?As long as you arrive at whatever decision you take though rational thinking, then you?re on the right track.?
