Parish addresses flood insurance changes - The St. Bernard Voice ...

The St. Bernard Parish Council held a regularly scheduled meeting June 18. All councilmembers were present.

Parish President Dave Peralta informed the council that he has been in contact with several members of the Biggert-Waters Act, an act which re-authorized the National Flood Insurance Program (NFIP) through 2017 but changed how all policy holders? insurance premiums will be calculated.

?Presently there are four bills, or amendments being proposed that would at least halt the implementation of the Act to give time for a more comprehensive study regarding an increase in our flood insurance rates,? said Peralta.

He is optimistic that there will be changes to the Act that would result in lower flood insurance rates.

In other Council News
? The Council adopted a resolution to appoint Andrew Becker to the Hospital Service District Board. Becker works for the Parish as a recovery project grant manager, and will be filling the position vacated by Council Chairman George Cavignac.

The motion passed 5-1 with Councilman Casey Hunnicutt of District D abstaining, and Councilman Nathan Gorbaty of District B voting against the resolution. Gorbaty said he is uncomfortable with the idea of a Parish employee sitting on the Hospital Service District Board.

? The Council adopted a resolution to appoint The St. Bernard Voice as the Official Journal of the Parish of St. Bernard for one year beginning July 1, 2013 and ending June 30, 2014. The motion passed 7 ? 0.

? The Council adopted a resolution to appoint members to the Old Arabi Neighborhood Commission. The members are: Colonel Tim Chastain, Patrice Cusimano, Harold Applewhite, Doug Miltz, Barry Lemoine, David Chimento, and Carl Doescher. The motion passed 7 to 0.

Introduction of Ordinances
? Councilman Lauga introduced an ordinance to rename Livaudais Street to Mr. Norman Street. The motion 7 to 0.

? The Council introduced ordinances to declare as surplus: 3513 Debouchel Blvd. and 3700 Gallo Drive. The parish legal acquired these properties. Both of these motions passed 7 ? 0.

? Councilman Gorbaty introduced an ordinance? to amend Chapter 5, Buildings, Construction and Related Activities, which would add an article that requires anyone operating heavy machinery to acquire the appropriate license to do so.

Councilman Gorbaty said that unqualified parties operating heavy machinery ?is a safety hazard to the Parish.?
The motion passed 5 ? 2, with Councilman Montelongo and Council Chair Cavignac voting against it.

Executive Session
The Council members went into executive session to discuss the following lawsuits: Jeffrey Hughes vs. St. Bernard Parish, and Mary Smith and Kenneth Lobre v. St. Bernard.

The Meeting adjourned at 5:20 p.m.
